Re: Detention of Chinese Soldiers in the New Territories.
I am directed to inform you that this office is in receipt of a letter of the 10th February, 1947, from Mr. Chiu Ching-Chiu (
) a member of the Kwangtung Provincial Government detailed at Shumchun for the prevention of rice
smuggling from Chinese Territory, in which he refers to the detention of two Chinese soldiers in the New Territories on the 6th of February, 1947, following a reported incident which took place at a point called Pak Shek Chow (
) on the Border.
According to the letter of Mr. Chiu, on the 6th of February he had sent a party of four Chinese soldiers to proceed by a small craft to Pak Shek Chow, where rice smuggling was reported. Unfortunately this party was ambushed and fired upon by smugglers from one large and two small junks. As & result of the attack by the smugglers, one sampanman was wounded and two of the Chinese soldiers were killed. The remaining two Chinese soldiers were detained in the New Territories. It was learnt that they were sent to the Fingshan Police Station and later Magistracy on the 8th February.

Mr. Chiu has already reported this incident to
the Kwangtung Provincial Government by telegram, and I shall be grateful if you will be good enough to investigate into this matter and to furni sh this office full particulars of your findings. An early reply from you on this matter will be appreciated.
